A. Elizabeth Ferguson, Pharm.D.

Dr. Ferguson's career sits at an intersection few practitioners ever occupy: clinical practice, military-structured operations, and U.S. federal legislating that shapes where capital moves in healthcare.

As a federal pharmacist and United States Air Force officer, she directed pharmacy and clinical operations for a military treatment facility during the Military Health System reform, leading an eight-month transformation that reduced prescription processing times by 90% and eliminated handout errors for a beneficiary population of 63,000. The model was recognized by The Joint Commission as a best practice across the major command and drew commendation from both the Air Force Surgeon General and the Defense Health Agency. She co-chaired, alongside the Chief of the Medical Staff, the Pharmacy and Therapeutics Committee governing all military treatment facilities in the National Capital Region — where formulary and therapeutic decisions carried consequences for tens of thousands of beneficiaries and for the clinicians responsible for their care.

As an advisor to U.S. federal policymakers, she carried that operational fluency into the legislative arena. Serving as a Congressional Health Policy Fellow to the Senate Committee on Health, Education, Labor and Pensions and subsequently as health policy advisor to a senior member of the Senate Finance Committee, she authored five bipartisan bills and two amendments strengthening federal oversight of pharmacy benefit managers. As Senior Director of Federal Relations for the Healthcare Association of New York State, she secured co-sponsorships across 26 congressional offices in defense of billions in hospital funding.

Howard University shaped her; graduate schools — Massachusetts College of Pharmacy, Georgetown University, and Johns Hopkins University — sharpened her; and a life-long commitment to global public service tested her. She is completing her MBA at the Johns Hopkins Carey Business School, specializing in finance, risk management, and artificial intelligence. During the federal Medicaid restructuring debates, she advised global financial institutions in New York on regulatory exposure across healthcare portfolios — translating legislative uncertainty into a defensible view of risk, and risk into a durable edge on return.
